INVITATION FOR REQUEST FOR PRE-QUALIFICATION (“RFQ”) FOR THE DEVELOPMENT OF A 200MW (AC PEAK) SITE NEUTRAL HYBRID POWER PROJECT AT DHABEJI GRID (“PROJECT”) IN SINDH, PAKISTAN

INVITATION FOR REQUEST FOR PRE-QUALIFICATION (“RFQ”) FOR THE DEVELOPMENT OF A 200MW (AC PEAK) SITE NEUTRAL HYBRID POWER PROJECT AT DHABEJI GRID (“PROJECT”) IN SINDH, PAKISTAN

K-Electric Limited (“KE”) the only vertically integrated power utility company of Pakistan intends to induct 200 MW (AC peak) Hybrid Renewable Project within 50 km radius from its Dhabeji Grid station into its system.
The Project will be developed through Competitive Bidding under IPP mode and will be awarded to the Successful Bidder in accordance with NEPRA Competitive Bidding Tariff (Approval Procedure) Regulations 2017. The Successful Bidder will form a Special Purpose Vehicle (SPV) to develop, construct, operate and maintain the Project under a 25-year Energy Purchase Agreement (EPA) with KE.
Reputable local and international companies/consortium with proven project development experience and sound financial standing are encouraged to participate in the Pre-qualification process of the Project. The interested Applicants fulfilling the criteria of pre-qualification may submit their RFQ along with relevant documents by sending the information to sarmad.aslam@ke.com.pk and qasim.mehmud@ke.com.pk no later than 17th March, 2023 before 17:00 hours PST.

Only those Applicants submitting the information in accordance with the PQD and are considered as pre-qualified in accordance with the PQD, shall be contacted by KE and will be issued the Request for Proposal (RFP) for the initiation of the competitive bidding process. Any information received after the due date or in an incomplete form shall not be entertained.
KE reserves the right to accept or reject any or all RFQs and/or annul the entire RFQ process without assigning any reason whatsoever. KE shall not be liable for any expenses and/or costs incurred by the interested parties/consortium as a result thereof. In no circumstances will KE be liable for any cost, expense, loss, claim, or damage arising out or in connection with an applicant’s participation in this RFQ process, or any subsequent request for RFP. KE shall not be liable for any costs incurred by any applicant in the preparation and submission of information in response to this RFQ.
The issuance of this RFQ or the submission of a response does not give rise to any commitment or legal relationship between KE and/or any applicant.
